How to change color,icon and tooltips of the desktop folder

To change the Icon of the desktop folder or to add a tooltip you have to follow various instructions and also make use of suitable icon to replace the old one.So here is a freeware application called as Rainbow Folders which works fabulous.Rainbow Folders (RF) is an easy to use Freeware utility  which is only 783Kb in size.

ohh i am always in the way to change how my pc looks this will help alot because i want to change tool tips to something funny :D
