You can get free licenses all time (http://freeriatools.adobe.com/). At least if you're a student or unemployed developer. In the FAQ is mentioned that the download of Flex Builder 3 Pro is about 1.4 GB but I just found the download which is just little more than 400 MB. I'm not sure if I'm using the standard or the pro edition right now.
The promotion seems to be outdated.. you are a little late I guess
